Members of the INSS CPMI and the working group on the Master Bank of the Senate’s Economic Affairs Committee (CAE) are fighting for a leading role in the resumption of legislative work after the Carnival recess.
This is because the CPI decided to bring forward the testimony of Daniel Vorcaro, owner of Banco Master, previously scheduled for next Thursday, 26th, to Monday, 23rd. CAE, which would hear the banker in an unprecedented way on Tuesday, 24th, ended up taking second place.
The president of CAE, senator Renan Calheiros, denounces an attempt to empty the work of his collegiate. “Yes (the CPI wants to empty our work). But it won’t,” says Renan. For him, the relevance of his commission’s work will not allow the CPI to take away the importance of the CAE initiative.

“CAE permanently monitors and inspects the National Financial System as a whole, including its fractures that favor fraud such as Master. Our work strengthens, without any conflict, any CPI that wants to deal with these frauds, punish those responsible and improve legislation”, says Renan. “And what’s worse is that the former president of BRB wants to testify too.”
In a publication made on X this Wednesday, 18th, the president of the CPI, senator Carlos Viana (Podemos-MG), said that the decision is to guarantee “absolute priority” for the CPI.
“Initially scheduled for the 26th, the testimony was rescheduled to guarantee absolute priority to the work of this Joint Parliamentary Commission of Inquiry, whose central focus is the investigation of irregularities involving loans granted and the losses caused to widows, orphans and INSS retirees”, he stated.

On the CPI side, under condition of reserve, opposition parliamentarians recognize that the movement can serve to ensure the group’s protagonism, but they do not see direct competition with the work of the CAE.
The CPI rapporteur, deputy Alfredo Gaspar, however, does not believe that there was an anticipation of Vorcaro’s speech with this purpose. “In fact, the testimony was previously postponed, it was not an anticipation. Initially the testimony would be on February 5th, then the 19th, rescheduled to the 26th and now the 23rd,” he said.
Vorcaro’s hearing at the CPI would initially be held on February 5th, but was postponed following a request from the banker’s defense.
Vorcaro is a member of the INSS CPI after investigations highlighted irregularities in the credits granted by Banco Master. The INSS administrative process from November 2025, which analyzed the regularity of the technical cooperation agreement (ACT) with Master, shows that the bank failed to present more than 250,000 documents proving signed credit contracts.
Data obtained by Estadão through the Access to Information Law show that the Master had only one consignment with INSS beneficiaries until November 2022. The ACT was signed in 2020.
“The MPF and INSS are already investigating possible irregularities in the granting of loans granted by Banco Master, in addition to the discounting of benefits without authorization”, stated the vice-president of the INSS CPI, Duarte Jr. (PSB-MA), author of one of Vorcaro’s summons requests.

As shown by Estadão ColumnVorcaro spoke with Renan to schedule a date for his testimony at CAE and asked to travel on a private chartered flight to Brasília. The senator took this demand to the STF and the Federal Police.
The Senate offered the Legislative Police help to complement the security of Vorcaro, who will remain in the federal capital between the 23rd and 24th for testimonies at the House.
