Palace ministers will insist that Lula send a bill that provides for the end of the 6×1 scale, among other reasons, because the government fears losing control over the legislative process. This would happen if the option is for a constitutional amendment proposal that is already in the Chamber.
If the measure is implemented via bill, Lula will be able to veto points with which he does not agree, which is not possible in the case of amendments, which are simply promulgated and do not go to the Executive for sanction.
Behind this strategy, there is a distrust of Planalto with the commitment of the president of the Chamber, (-PB), with the project.
The fear is that he will sponsor a version that changes the scale to 5×2, but without reducing the working day, from 44 to 40 hours per week. Worse still, there is fear that there will be a reduction in wages, which is non-negotiable for workers.
The decision on sending the bill will be taken by President Lula. He must meet by Thursday (26) with ministers from Palácio do Planalto, including (General Secretariat) and Gleisi Hoffmann (Institutional Relations).
The president will assess the political cost of sending his own bill after Hugo Motta publicly refutes the possibility. The assessment of ministers who defend the idea is that it is worth the effort.
If the decision is to send it, this means that, after 45 days, the text becomes part of the Chamber’s agenda.
