Lobbyist Andreson de Oliveira Gonçalves was arrested in the first phase of the operation. He is suspected of co-opting STJ advisors and acting as an intermediary in purchasing decisions from the STJ and other courts.

After three months under house arrest, Andreson’s arrest was converted into preventative arrest, in November 2025. At the time, the PF launched a new phase of the investigation to determine whether the medical reports for granting the benefit were forged.

PF presented a partial report on the case in October 2025. In the document, the corporation exposed the sale of decisions in several offices and cited the need to deepen investigations into the daughter of an STJ minister. Soon after, delegate Marco Bontempo left the action.

After submitting the report, the Attorney General’s Office (PGR) asked the PF to send additional information with clarifications of gaps found by the body. This document has not yet been delivered.
