The management (Republicans) planned to bring back to the state government a former parliamentary advisor to Colonel Ubiratan Guimarães (who led the PM operation in the Carandiru massacre in 1992), but withdrew from the initiative after questioning the Sheet.
Eduardo Anastasi was appointed as special advisor to the new secretary of the Civil House, Roberto Carneiro (Republicans), according to this Tuesday’s (3) edition of the Official Gazette. He was already the target of an investigation on suspicion of illicit enrichment, but was eventually acquitted. At the end of the afternoon, after the report asked for explanations, Tarcísio’s management announced that the publication would be rendered ineffective, without explaining the reasons, and that he would no longer hold this position.
An advisor to Ubiratan Guimarães between 2003 and 2006, Anastasi was the one who, according to the police, found the soldier’s body in the colonel’s apartment, on September 10, 2006, when Ubiratan was murdered — the soldier’s companion was denounced and acquitted, and the case was never clarified.
Tarcísio changed command of the São Paulo Civil House at the end of January, with the aim of reducing friction with his base and with mayors in the interior of the state, who complained about delays in releasing agreements and transfers of state funds. Among state deputies, there is an expectation that the new team will consolidate the support of São Paulo’s political class for the governor, who intends to run for re-election in October. Anastasi would be a special advisor to the chief of staff sector.
In 2018, the PGE (State Attorney General’s Office) initiated disciplinary proceedings against Anastasi and other employees, based on an anonymous complaint sent to the office of Governor Geraldo Alckmin (PSB), related to their work at the Sports Secretariat. He worked in the department between 2005 and 2013, reaching the position of chief of staff, and was mainly responsible for agreements with sports entities.
The investigation, which had excerpts published in the Official State Gazette at the time, found that, between 2006 and 2011, Anastasi’s assets jumped from R$47 thousand to R$684 thousand — values at the time, equivalent to around R$1.5 million in updated values. The following year, the PGE determined the loss of position, the maximum punishment, for two civil servants, but acquitted him, without disclosing details.
After leaving the state government, Anastasi spent ten days at City Hall, during the Fernando Haddad (PT) administration. When his connection with Ubiratan became public, Haddad expressed dissatisfaction and the advisor was terminated.
He then worked at the Ministry of Labor during the Michel Temer (MDB) government, during the period when the department was headed by Helton Yomura, then affiliated with the PTB — the same party as the murdered soldier. Yomura’s administration was marked by the Federal Police’s Operation Spurious Registry, which investigated a scheme for fraudulent granting of union registrations. The minister was removed from office by decision of Edson Fachin, from the STF.
At the time, Anastasi held the position of Secretary of Labor Relations and even ordered the suspension of authorization processes for new unions suspected of involvement in the scheme under investigation. With Yomura’s departure, he also left the portfolio. The CGU (Comptroller General of the Union) investigated the case until 2024, ordering the removal of other servants from the ministry suspected of receiving undue advantages.
The report tried to locate Anastasi, without success. At the time he was investigated, he had a lawyer to deal with the matter.
Late this Tuesday morning, the Sheet asked for information about the new hire and the criteria used for selection.
“The government bases its appointments on technical capacity, complying with current legal standards,” said the note sent in response, with the addition: “With regards to Eduardo Anastasi, it is worth clarifying that the appointment has been rendered null and void.”
