Plan to Strengthen the National Environmental System focuses on cooperation between the Union, States and municipalities
The (Ministry of Environment and Climate Change) presented on Tuesday (10 March 2026) the Ten-Year Plan for Strengthening Sisnama (National Environmental System), the main coordination structure between the Union, States, Federal District, municipalities and civil society for the construction of national public policies on the environment.
The Sisnama 2036 project seeks to improve the coordination and financing mechanisms for environmental management in the country.
Among the goals is the strengthening of federative cooperation, with a more attentive reinforcement of institutional capacity in the municipalities. The strategy was delivered during the ceremony celebrating Sisnama’s 45th anniversary.
According to the MMA minister, the effort to improve environmental protection must be continuous to face global challenges. “For us to advance the sustainability agenda, we need to have a strong system that enables control and social participation in the formulation, implementation of policies and self-correction processes”he stated.
DIAGNOSIS AND TRANSVERSALITY
The work was carried out in partnership with the (Institute of Applied Economic Research), which drew up a diagnosis of Sisnama to remedy weaknesses. The study considered the lack of personnel as critical in the 3 spheres of government.
On the other hand, advances made it possible to improve the plan for the next 10 years. The minister highlighted the transition from a sectoral environmental policy to a transversal approach. “Everything we are going to do has to be crossed by the planetary limits that are imposed and it is only possible to do this if we are increasingly strengthened”.
The ceremony also paid tribute to the Brazilian naturalist, university professor, politician and researcher Paulo Nogueira-Neto, who died in 2022, one of the precursors to the creation of the National Policy that gave rise to Sisnama.
