Unequal conditions require unequal resources: education policy must invest where the greatest challenges lie
Maybe not every child is a genius, as the work of art in the office of Education Minister Christoph Wiederkehr (Neos) claims, but many children cannot fulfill their potential because they do not receive the support they need. The opportunity bonus is intended to change that.
Education systems reveal a lot about a society – especially about how fair it is. The latest results of the individual competence measurement (IKMplus) once again revealed an unpleasant truth: In Austria, origin still has a strong influence on educational success. There are up to 22 months of learning in reading between elementary schools with particularly favorable conditions and those with the most difficult ones – almost two school years difference in one and the same class. This is not just a performance difference. It’s a structural split.
