Moraes gives RJ 5 days to send files on the mega operation in Rio

The decision was taken after the Federal Police reported technical difficulties in accessing the material made available by the Civil Police of Rio de Janeiro

Minister Alexandre de Moraes, of the Federal Supreme Court, determined on Monday (March 16, 2026) that the government of Rio de Janeiro send, within 5 days, all videos of Operation Containment to the Federal Police for examination. Here is it (PDF – 160kB).

The decision was taken after the Federal Police reported technical difficulties in accessing the material made available by the Rio Civil Police. the files were only available for online viewing, without the possibility of downloading, which made technical analysis unfeasible and compromised the preservation of evidence.

To guarantee the integrity of the material, Moraes determined that the 945 videos be sent on physical media, in the original format and without any type of compression or alteration. The state government must also provide the integrity verification codes (hash) for each file and, if necessary, the programs used to access the contents.

In the minister’s assessment, the limitations imposed on access to videos harm the chain of custody and the verification of the authenticity of the images, considered essential for the investigation of the facts within the scope of ADPF (Argument of non-compliance with a fundamental precept) 635.

In view of these obstacles, which frustrate the objective of the diligence determined by this Court, it is necessary that the material be made available in a way that allows expert work with technical security”, he stated in the order.

The deadline for completing the examination was maintained at 15 days, counting from the receipt of the material by the Federal Police, after preliminary technical verification.

MEGAOPERATION Containment
