The reconfiguration of North American borders and the issuance of visas for the 2026 World Cup

Migration logistics for the tripartite tournament require advance coordination by Brazilian citizens in light of the national security policies of Washington, Ottawa and Mexico City

For Brazilian citizens, moving between host countries requires strategic planning and knowledge of current customs rules, determining exactly how to obtain an American and Canadian visa in time to travel and watch the World Cup games without encountering border restrictions.

The 2026 FIFA World Cup establishes an unprecedented geopolitical milestone by being hosted simultaneously by three sovereign nations: the United States, Canada and Mexico. With the tournament scheduled to take place between June and July, the circulation of millions of foreign fans has activated strict security and immigration protocols on the continent. For Brazilian citizens, moving between host countries requires strategic planning and knowledge of current customs rules, determining exactly how to obtain an American and Canadian visa in time to travel and watch the World Cup games without encountering border restrictions.

The history of the consular collapse and the diplomatic task force

The issuance of entry permits into the United States has faced an unprecedented crisis throughout this decade. At the end of 2022, the waiting time for the approval of category B1/B2 (business and tourism) visas at the São Paulo Consulate reached a peak of 491 days, a direct reflection of the accumulation of demands driven by previous shutdowns. The situation threatened the South American tourist flow to North America, forcing the American State Department to restructure its service chain.

To stabilize demand until the year of the tournament, the North American federal government intensified the allocation of consular resources. The cadre of immigration officers was expanded and digital screening systems underwent modernization. At the beginning of 2026, the national average queue fell considerably. In the diplomatic posts of São Paulo and Brasília, the wait fell to the range of 45 to 60 days. The value of the application fee (MRV) remains fixed at US$185, after the suspension and postponement of the “Visa Integrity Fee”, an additional fee of US$250 that was expected to burden the process.

Canada’s sovereignty and the electronic screening system

While the United States operates under a mandatory in-person interview model for the vast majority of applicants, the Canadian government adopts a migration policy based on risk analysis and the traveler’s pre-existing history. To enter Canada, citizens of Brazil are subject to two distinct legal procedural routes: the traditional Visitor Visa (TRV) or the Electronic Travel Authorization (eTA).

The eTA represents the expressway of Canadian diplomacy, with a low cost of 7 Canadian dollars and approval often processed in a few days or minutes. However, eligibility for this document requires the traveler to meet specific criteria outlined by Ottawa:

  • Hold a valid US non-immigrant visa at the time of application or have obtained a Canadian visa within the last ten years.
  • Reach Canadian territory exclusively by air.

Those who do not meet the conditions stipulated for issuing an eTA must undergo the conventional visa procedure, whose average legal analysis time by Canadian officials in 2026 is around 42 business days.

The limited porosity of land borders

The biggest logistical challenge for spectators of the 2026 World Cup lies in regulating land traffic. The United States-Mexico-Canada Agreement (USMCA) establishes free trade in the region, but does not unify civil mobility guidelines. There is no universal border pass or free movement zone similar to the European Schengen Area for this event.

Brazilian citizens who decide to rent a vehicle in the United States and cross the border by driving to Canadian offices will come up against the strict limitations of local federal legislation. The Electronic Travel Authorization (eTA) loses its legal effectiveness at land or sea borders. In this travel format, the presentation of the Canadian Visitor Visa printed in the passport becomes mandatory before the authorities of the Canada Border Services Agency (CBSA).

On the southern flank, the Mexico City government has simplified the absorption of tourists. Travelers who hold a valid American or Canadian visa are tacitly exempt from applying for a Mexican visa, guaranteeing immediate entry to the country. This dynamic reinforces the consensus that diplomatic approval from Washington operates as the master key to planning.

FIFA’s seal of approval and the priority processing corridor

International pressure on border infrastructure forced a joint institutional response between the United States executive branch and the International Football Federation (FIFA). Projecting to absorb a mass of 5 to 10 million visitors to the championship, President Donald Trump’s administration announced the implementation of a preferential processing system at the end of 2025.

The diplomatic initiative, called the “Fifa Pass” system, creates a legal bureaucratic corridor to isolate verified tourists from the conventional queue. The mechanism was structured under the following verification architecture:

  1. Foreign fans purchase their tickets nominally through platforms tracked and audited by FIFA.
  2. Data integration issues a certificate that qualifies the ticket holder to access a parallel government platform.
  3. The applicant obtains the right of preference in scheduling the American visa interview, speeding up the consular opinion.

To protect the operation against bottlenecks, the American State Department doubled the presence of agents in countries with high sporting demand, injecting 400 new consular officers into the diplomatic network. The measure attempts to ensure that individuals willing to participate in the championship and duly verified by national security filters have their permits issued in a timely manner.

The political articulation that precedes the tournament requires interested parties to immediately pay the fees (MRV and eTA) and impeccably complete the international screening forms. Decisions from immigration offices in Washington and Ottawa will continue to dictate the flow of the continent’s largest civil mobilization this year, tying successful crossings to technical understanding of border treaties.
