7 of the 10 current members of the Court are rejected more than approved; Toffoli, Gilmar, Moraes and Dino have the worst ratings
AtlasIntel research released this Friday (20.mar.2026) shows that STF minister André Mendonça is the highest rated in the Court, with 43% of voters claiming to have an image “positive” of the magistrate.
Dias Toffoli, Gilmar Mendes, Alexandre de Moraes and Flávio Dino, on the other hand, have the worst evaluations. Voters who say they have an evaluation “negative” of these amount, respectively, to 81%, 67%, 59% and 58%.
The AtlasIntel study measured Brazilians’ perception of the image of ministers. The results show that 7 of the 10 current members of the Court are rejected more than approved.
The study interviewed 2,090 people from March 16 to 19, 2026. The margin of error is 2 percentage points, plus or minus, with a 95% confidence level. Read (PDF – 4.9 MB).
TRUST IN THE COURT
The survey also asked respondents whether they trust the work and the STF ministers. The rate of those who say they “don’t trust” has jumped 8.7 percentage points since August 2025. It went from 51.3% to 60%. Those who declare confidence in the performance of the Court’s members now number 34%. 8 months ago, it was 48.5%.

According to the study, the main criticism is related to the way judges treat impartiality between political rivals: 58% classify this performance as “terrible”compared to 15% who consider it “excellent”.
Next, the assessment on the fight against corruption appears, seen as “terrible” by 54% and “excellent” by 14%. Acting in defense of democracy is considered “terrible” by 52%, while 34% rate it as “excellent”.
When asked whether the majority of STF ministers demonstrate competence and impartiality in judging cases, 59.5% responded that “no”while 34.9% said that “sim”.
