Engie and Cymi win 4 of the 5 lots in the 1st broadcast auction of the year; see results

The National Electric Energy Agency (ANEEL) held this Friday (27) the first transmission auction of 2026, with 5 lots, estimated investment of R$ 3.3 billion and forecast to create more than 8,498 jobs. The public tender is intended for the construction and maintenance of 798 kilometers (km) in transmission lines and 2,150 megavolt-amperes (MVA) in substation transformation capacity, in addition to synchronous compensators.

A ⁠Cymi finished the batch 1 of energy transmission by offering at auction an allowed annual revenue (RAP) of R$46.6 million ⁠of reais, which represents a discount of 46.85% compared to the maximum value established by the electricity sector regulator.

The competition for the project also included offers from Axia Energia ​() and the Olympus XX consortium.

Lot 1 ⁠provides for existing facilities and those at the end of the concession, in addition to the installation of a new substation and sections of lines between São Paulo, Rio de Janeiro and Minas Gerais, with R$ 528.88 million in estimated investments.

I and Engie () won lots 2 and 3. Lot 2 of the auction is for the construction of new transmission lines between Paraná and Santa Catarina, being sold at a discount of 46.89%, for R$ 18.14 million RAP.

Lot 3, in turn, is the largest project in this Friday’s electricity transmission auction, guaranteeing works totaling R$1.38 billion in estimated investments.

The electricity company ⁠offered the best proposals ⁠for the four sublots of lot 3, which foresees the installation of synchronous compensators and substations in Rio Grande do Norte and Ceará.

Engie’s offers represented an average discount of 54.83% compared to the combined maximum permitted annual revenues of the four sub-lots. The company competed for the asset with several other groups, including Axia Energia and a BTG investment fund.

A BR2ET Transmitterin turn, won lot 4, with a discount of 37.89%, for R$25.56 million in RAP.

Finally, the lot 5 of the energy transmission auction was disputed with seven qualified groups. But it was the Cymi Construções e Participações which won the last batch, which foresees R$1 billion in investments in lines and substations between Mato Grosso and Pará.

The company won the dispute against large electricity companies, such as Axia and Taesa () by offering an allowed annual revenue of R$91.19 million for the asset, which represents a discount of 50.89% on the stipulated maximum value.

“The success of the auction held today, with several national and foreign companies competing for each lot, is further proof that the changes made to the auction model almost ten years ago were correct. We went from a scenario concentrated on company victories under the control of the government itself (and few private companies, which were often unable to fulfill their construction obligations), to a scenario of a lot of competition. Furthermore, the high percentage of discounts (above 40% and even above 50%) also proves that the correct path is not the TCU, MME and ANEEL try to establish a flat tariff in advance, but rather establish a reasonable starting point and allow, with clear rules and legal certainty, competition between agents to reduce the final tariff by itself”, says Fabiano Brito, Infrastructure and energy partner at Mattos Filho.
