The Permanent National Forum of Typical State Careers (Fonacate) asked the Ministry of Management and Innovation (MGI) to discuss the resumption of the additional payment for length of service for public servants following the decision of the Federal Supreme Court (STF) that restored the five-year period at the federal level for judges and members of the Public Ministry.
The STF’s decision was taken as part of the debate on a transition rule for civil servants’ salary gains that exceed the civil service ceiling, which corresponds to the remuneration of court ministers, of around R$46 thousand. It is valid until Congress approves a national law to regulate the matter.
With the outcome of the discussion in the Supreme Court, the government already feared that other categories would seek the return of the five-year period, which was extinguished at the federal level in 2003, through a constitutional amendment.
This materialized at the last meeting of the National Permanent Negotiation Table between federal employees and the MGI. According to a note from Fonacate, the president of the forum, Rudinei Marques, asked for the matter to be included on the agenda of the next meeting.
According to Marques, it doesn’t make sense for a group that already has the highest salaries to receive the additional and the rest don’t. “We are all servants and contribute with our work so that the Brazilian State fulfills its functions.”
Fonacate is also preparing a project, based on initiatives already being processed in the National Congress, aiming to recover additional service time for public servants.
