In view of documents revealed by the Sheet which indicate the , of , by the minister of and his wife Viviane Barci, the Barci de Moraes office, of which she is a partner, stated that it “contracts several air taxi services”.
But the justification was met with surprise among large firms in the country, who consider the habit of paying for jets for lawyers and partners to travel unusual.
Buying tickets on regular routes operated by airlines is the most common practice for business trips, as it is cheaper than renting private jets.
According to lawyers interviewed by the report, even in offices that work on million-dollar causes, the travel budget does not support such high expenses.
In the words of a lawyer who asked not to be named, this type of comfort is considered something unrealistic, and the standard required when purchasing tickets follows rules to save money, including on career flights: professionals are usually advised to book air tickets two weeks in advance to avoid higher last-minute fares.
There are cases in which the purchase of an emergency ticket is only authorized after authorization from four partners in an office.
Another partner from a large firm who also spoke to the reporter on condition of anonymity admits that it may be necessary to rent a plane, but it is rare. In his decades-long career, he says he has used the exclusive service on only two occasions.
Exceptions may occur in larger cases, when it is necessary to accompany the client in due diligence with a police authority or the Judiciary. There are cases where meetings require haste, and the cities where they take place do not have a conventional daily air transport network. Even so, it is necessary to analyze whether the customer contract guarantees reimbursement of aircraft charter expenses.
According to yet another lawyer interviewed by Sheetthere are situations in which the firm’s client owns an aircraft and offers a ride to the lawyers who accompany him on business trips.
These occasions are considered exceptional. In another example, a trip to the interior of Amapá can be made on a career flight to Macapá, but the lawyer will have to travel the final stretch in a rented plane, which can be a small single-engine plane, cheaper than the Embraer jets that, as documents indicate, were used by Viviane Barci and Moraes.
All routes associated with the couple originated in Brasília and ended in São Paulo, a route that, according to lawyers from large firms, hardly justifies the costs of a charter, because seats are usually available on career flights.
To give you an idea of prices, renting a Phenom 100 with 4 to 6 seats from Brasília to Congonhas costs approximately US$ 13,300 (around R$ 70,000), according to a quote on the Flapper website this Thursday (2). In some models, the estimated value of the section exceeds US$ 17 thousand (almost R$ 90 thousand).
The high frequency of use of planes also surprised the lawyers interviewed for the report.
According to the documents, seven flights were carried out between May and October 2025 on aircraft from a luxury goods sharing company in which Vorcaro was a partner through a fund and which has authorization to carry out air taxis.
An eighth flight, in August, was made in a Dassault Falcon 2000, plate PS-FSW, which belongs to a company called FSW SPE, of which Moriah is a partner, a holding that brings together the business of pastor Fabiano Zettel, Vorcaro’s brother-in-law.
The news revealed by Sheet also lifted on office flights. In a note sent to the reporter, the minister denied the information and said that they were “absolutely false” conclusions.
Also in a statement, Barci de Moraes said that Vorcaro or Zettel were not present on flights on Prime Aviation aircraft in which members of the office traveled. He also said that all amounts were paid compensating for legal fees under the contractual terms.
“The contracting of these air taxi services follows operational criteria and does not involve any personal relationship with specific aircraft owners or operators,” the office said in a statement.
Barci de Moraes signed a contract in 2024 providing for monthly remuneration of R$3.6 million for three years, according to a report. The deal ended in November 2025 when Master was liquidated.
Contacted again on Wednesday (1st) to comment on the comparison made by other offices, Barci de Moraes declined to comment. Moraes’ office again classified the report as an illusion and said, once again, that he “never traveled on any plane of or in his company or that of Fabiano Zettel, whom he doesn’t even know.”
