Unnamed sources told Reuters last week that Hamas had told mediators it would not discuss disarmament unless there were guarantees of a complete withdrawal of Israeli troops from the Gaza Strip.
It was not immediately clear whether the statements represented a formal rejection of the US plan. Since the ceasefire took effect, Hamas and Israel have repeatedly accused each other of violating its terms. Abu Ubaydah called on mediators to put pressure on Israel to fulfill its obligations under the first phase of Trump’s plan, otherwise it will not be possible to discuss the second phase.
“The enemy is the one who undermines the agreement,” Abu Ubajda said. Israeli officials did not immediately comment on his statements.
