Boulos talks about setbacks in text about work via app – 04/08/2026 – Panel

Palácio do Planalto did not like the final text by deputy Augusto Coutinho (-PE) that regulates work through apps. In the opinion of the minister (General Secretariat), there was a setback in relation to the previous text.

Internally, government officials listed at least eight points considered critical and that take away workers’ rights. and exempts the platform from paying the minimum fee of R$8.50.

The alternative was included in the report after a request from the companies. Planalto understands that this gives power to platforms that will not need to put the minimum rate into practice.

At the Ministry of Labor, the assessment is different: the text came out as “agreed” and the rapporteur did what could be done on a more dry subject. A source said, with reservation, that the text guarantees rights to workers.

There are those in the government, however, who say that the rapporteur gave in to pressure from the platforms. Therefore, the government will try One idea is to present a highlight in the plenary.

Another concern of some government officials is the lack of obligation to create support points for workers. The text says that implementation will be progressive and waives the requirement, taking into account operational and technical feasibility criteria.

Behind the scenes, some members like the reduction in health coverage, which now provides for a waiting period and deductible and does not consider 20 minutes after the end of the race for a “work accident”. The minimum value remained at R$120 thousand.

The reduction in social security contributions by companies, lower value on the grouped route and the minimum working time obligation were also seen as negative points by the government base.
