Senator Esperidião Amin (PP-SC) says he started counting how many people invited or summoned by the CPI (Parliamentary Commission of Inquiry) on Organized Crime and by the mixed CPI of the INSS (National Social Security Institute) were dismissed by the (Supreme Federal Court).
Amin is the rapporteur of a PEC (proposed amendment to the Constitution) presented by (-PR) that guarantees the right to silence, but makes the presence of those under investigation and witnesses mandatory at CPIs. The uprising, says Amin, will also help discover the most benevolent minister.
“People are being ‘disinvited’ from even attending, not just speaking. The Supreme Court has decided that the person will only go if they want. So why CPI?”, asks Amin, adding that he intends to present his opinion on the PEC in the coming days.
Despite not yet having a vote, the PEC adds more fuel to the debate, opened with the report from the senator (MDB-SE) who requested the vote and from the PGR (Attorney General of the Republic), Paulo Gonet.

In reaction to the episode, ministers are now discussing imposing rules and custody of evidence in parliamentary investigations. The assessment is that the indictment request exposed the , as the initial scope was the advance of factions and militias.
The leadership of the two CPIs says that the Supreme Court hindered the investigations by dismissing, with the argument of the right to non-self-incrimination, those being investigated and key witnesses who had been summoned — Ibaneis Rocha (MDB).
STF ministers have also issued decisions to block acts of CPIs considered inappropriate, such as breaches of confidentiality or approved en bloc.
