Brazil, Spain and Mexico defend Cuba in statement

Itamaraty publishes joint document in which the 3 countries “express deep concern” for the Cuban people

The Ministry of Foreign Affairs published this Saturday (April 17, 2026) a note on the situation in Cuba (read the full text below).

A “Joint Declaration on the Situation of Cuba” is also from the governments of Spain and Mexico, according to Itamaraty. Versions were published in Portuguese and Spanish.

The president (PT) is in Spain. this Saturday (April 18, 2026) of the 4th High-Level Meeting of the Forum for the Defense of Democracy, in Barcelona.

The text that Itamaraty published mentions “dramatic circumstances faced by the Cuban people“. It says that the 3 signatory countries of the declaration “express their deep concern about the humanitarian crisis affecting the Cuban people”.

The statement also argues “the need to respect, at all times, international law and the principles of territorial integrity”.

The President of the United States, (Republican Party), on March 27, 2026 that Cuba will be the next target of his country’s military actions.

The note published by Itamaraty does not mention Trump or the USA.

Joint Declaration on the Situation of Cuba

In light of the evolution of the situation in Cuba and the dramatic circumstances faced by the Cuban people, the Governments of Brazil, Spain and Mexico:

“1. They express their deep concern about the serious humanitarian crisis affecting the Cuban people and urge that the necessary measures be taken to alleviate this situation and prevent actions that worsen the living conditions of the population or are contrary to international law. They commit to intensifying the coordinated humanitarian response, aiming to alleviate the suffering of the Cuban people.

“2. Reiterate the need to respect, at all times, international law and the principles of territorial integrity, sovereign equality and the peaceful settlement of disputes, enshrined in the Charter of the United Nations.

“3. They reaffirm their unwavering commitment to human rights, democratic values ​​and multilateralism and, in this context, call for a sincere, respectful dialogue in accordance with international law and the principles of the Charter of the United Nations. Their objective must be to find a lasting solution to the current situation, in order to create the conditions for the Cuban people themselves to decide their future in total freedom.”
