Lula government makes People’s Gas Aid official as public policy

Order published in the DOU defines guidelines for the LPG market and expands access to the benefit

The president (PT) made the Auxílio Gás do Povo program official as federal public policy. The decision was published in this Thursday’s edition (April 23, 2026) of (Official Gazette of the Union). Ice cream (PDF – 121 kB).

The order approves Resolution No. 3, of April 1, 2026, of the CNPE (National Energy Policy Council), which establishes guidelines for the LPG (liquefied petroleum gas) market within the scope of the program. According to the text, the People’s Gas Aid becomes part of the , established by Law No. 9,478 of 1997.

The measure aims to combat energy poverty, provide access to LPG for low-income families and promote the so-called “clean cooking”in addition to contributing to an energy transition considered fair and inclusive.

The resolution also recognizes that the program is aligned with guidelines such as consumer protection in relation to price and quality, guaranteeing supply throughout the country, promoting free competition and preventing the misuse of public resources, including the possibility of diversion by criminal organizations.

Among the strategic guidelines established, the CNPE determines the guarantee of continuous supply of LPG, the encouragement of investments in distribution infrastructure and the creation of rules to avoid unfair competition in the sector. The text also establishes that cylinders weighing up to 13 kilos, the most common in domestic use, are considered central to food security and the reduction of energy poverty.

The standard also reinforces safety requirements, such as compliance with the rules of the (National Institute of Metrology, Quality and Technology) and , in addition to the obligation to sell sealed cylinders with an inviolability seal. It also establishes the visual standardization of packaging linked to the program.

Another point of the order deals with price monitoring and access to fiscal data for the sector, considered essential instruments for the implementation of public policy. The ANP must incorporate the resolution’s guidelines in future regulatory reviews of the LPG market.

The will have up to 240 days to update studies on firewood and coal consumption in Brazil, in addition to proposing indicators related to energy poverty and mechanisms for monitoring gas prices.

The resolution also mentions the need to expand the logistics infrastructure for importing LPG, with the aim of meeting domestic demand, including that generated by Auxílio Gás do Povo. The text came into force on the date of its publication.
