PL activates TSE to limit Lula’s speech on May 1st

Party wants to prevent personal promotion and criticism of opponents; Lula has made 12 speeches since 2023, 3 less than Bolsonaro in 3 years of government

O activated the , on Tuesday (April 28, 2026), to establish limitations on the president’s speech (PT) on national radio and television on May 1st, Labor Day. Read (PDF-587kB).

The text asks the TSE to grant a preventive injunction before the presidential broadcast. The party wants to prevent Lula from doing “personal promotion” e “direct association of its image with public policies” during the speech. The request also seeks to veto criticism of political opponents.

In his 3rd presidential term, Lula recorded statements for the commemorative date in 2023, 2024 and 2025. The president, according to the party, used the space to highlight his government’s actions. Among them were the “valuation of the minimum wage” and the income tax exemption policy for those with monthly income of up to R$5,000.

The PL asks the TSE to determine that Lula maintains “the necessary institutional neutrality” during the speech and requests the prohibition of the use of “external images and visual elements”. The restriction includes symbols, brands or graphic resources that may characterize early electoral propaganda in presidential speeches.

With this speech on March 8, Lula made 12 speeches on national radio and TV since 2023, 3 less than the former president (PL).

The former head of the Executive made 15 speeches of this nature in 3 years of government. There were 10 in 2020 and 2021, the vast majority due to the covid-19 pandemic. Of the 5 speeches made by Bolsonaro on national radio and TV channels during 2019, 3 were focused on the achievements of his administration:

  • February 20, 2019: speech defended the need for measures to prevent the collapse of the pension system;
  • April 24, 2019: statement celebrated the approval of the Social Security reform by the CCJ (Constitution and Justice Commission) of the Chamber, arguing that the reform was important to guarantee resources for essential areas, such as health and education;
  • May 1, 2019: The focus was on reducing state interference in economic activities, promoting the free market and simplifying rules to facilitate production.

LULA’S SPEECHES IN 2025

Lula used the national radio and TV network in The first statement of the year was on February 24th. The PT member called the network again on July 17th. The remaining speeches were made on September 6th, November 30th and December 24th.

  • February 24th – the president addressed social programs, highlighting Pé-de-Meia and Farmácia Popular;
  • July 17th – the head of the Executive dealt with the about Brazilian products;
  • September 6 – in reference to Independence Day (September 7), the PT member praised sovereignty and criticized “traitors to the country”;
  • November 30th – the theme was for those who earn up to R$5,000, the president’s campaign promise;
  • December 24th – in his Christmas speech, Lula presented the balance of the 3rd year of government and defended the end of the 6 x 1 scale without salary reduction.
