Motta calls sessions next week to accelerate 6 X 1

Deputies will also meet on Monday (4th May) and Friday (8th May); President of the House wants to vote on proposal in the plenary in May

The President of the Chamber of Deputies, (Republicanos-PB), called deliberative sessions on Monday (May 4, 2026) and Friday (May 8) next week to speed up the processing of the Proposed Amendment to the Constitution at the end of the 6 X 1 scale.

Typically, sessions are held on Tuesdays, Wednesdays and Thursdays. The proposal is in the special committee, which has up to 40 sessions to present the opinion. The minimum limit is 10 – when amendments are presented. After this period, the text can go to the plenary.

Motta wants to vote on the PEC in May. If you also call 5 session days in the week of 10 May, the proposal may go to the plenary afterwards.

SPECIAL COMMITTEE

The text was approved by the Chamber’s Constitution and Justice Committee on April 22. Now, he is on the special committee.

The CCJ jointly analyzed two PECs that deal with the reduction of weekly working hours, currently limited to 44 hours by the Constitution. In the special committee, the text will be unified before going to the plenary. Here are what they are:

  • PEC 221 of 2019 – proposes reducing weekly working hours to 36 hours, with gradual implementation over 10 years. The text maintains the possibility of compensation of schedules by collective agreement. It is authored by the deputy (PT-MG). Eis a (PDF – 246 kB);
  • PEC 8 of 2025 (added to PEC 221 of 2019) – stipulates working hours of up to 36 hours per week distributed over 4 working days, with 3 days of rest. It eliminates the 6 x 1 scale and maintains the possibility of adjustments through collective negotiation. It is authored by the deputy (Psol-SP). Here’s the (PDF – 202 kB).

The president of the collegiate is Alencar Santana (PT-SP). The 1st vice-president, Daiana Santos (PC do B-RS), the 2nd vice-president, Luiz Gastão (PSD-CE), and the 3rd vice-president, Mauro Benevides Filho (União Brasil-CE).

Unlike the CCJ, which only analyzes whether the text respects the Federal Constitution and does not violate immutable clauses, the special commission is where the proposal is debated. At this stage, deputies discuss the feasibility, economic and social impacts and political convenience of the proposal.

Even if it is not approved by the committee, the president of the Chamber can take the text directly to the plenary.
