The 2026 State Competitiveness ranking – Elections shows São Paulo with the best results in the area of across the country in the last three years, from 2023 to 2025.
The ranking, developed by the CLP (Public Leadership Center), analyzed data from the 26 states and will serve as a tool for electoral debates.
São Paulo achieved leadership thanks to its performance in the Enem (National High School Exam) and the Ideb (Basic Education Development Index), as well as in early childhood education attendance and student attendance rates.
Santa Catarina led on another front in the ranking, social sustainability policies. The state was ahead of the others thanks to its efforts to promote access to basic sanitation, vaccination coverage, reduction of income inequality, childhood malnutrition, among others.
In this section, Piauí was the state that rose the most in positions, going from 21st place in 2023 to 16th in 2025.
“The study seeks to qualify the electoral debate based on concrete evidence, at the same time as it draws attention not only to those in leadership, but also to the states that have been showing progress”, says Tadeu Barros, CEO of the CLP. “The proposal is to encourage more efficient and results-oriented public policies”, he adds.
