CMN regulates program for renewing the truck and bus fleet

The National Monetary Council (CMN) approved the regulation of Provisional Measure No. 1,353, of 2026, which establishes the new stage of Move Brasil, a credit program for the acquisition of buses and trucks, which will have R$14.5 billion in resources from the National Treasury and an additional R$6.7 billion in additional contributions from the National Bank for Economic and Social Development (BNDES). The CMN held an extraordinary meeting this Tuesday, 5th.

In total, R$21.2 billion will be allocated to the program, with R$2 billion exclusively for self-employed truck drivers, and R$2 billion for bus lines.

According to the Ministry of Finance, the program aims to expand access to credit under favorable conditions for independent transporters, cooperatives, individual entrepreneurs and companies in the cargo and passenger transport sector, contributing to the modernization of assets, increased logistics efficiency and the reduction of pollutant emissions.

Financing will be carried out indirectly, through financial institutions authorized by BNDES, which will assume the risk of credit operations.

In its new phase, Move Brasil includes:

1) autonomous cargo transporters and individuals associated with cooperatives;
2) individual entrepreneurs;
3) companies in the road and urban freight and passenger transport sector.

According to the regulations made today, the remuneration rates from public sources (funds) vary depending on the profile of the line’s borrower and sustainability criteria, as follows:

  • 1% per year: for self-employed people who purchase new or pre-owned vehicles with proof of scrapping of the old vehicle;
  • 2% per year: for self-employed people when purchasing used vehicles without environmental compensation;
  • 3% per year: for companies that acquire new vehicles with proof of scrapping;
  • 5.5% per year: for companies without environmental compensation.

Regarding financial institutions (operators), remuneration rates vary as follows:

  • up to 8.8% per year for operations with autonomous transporters;
  • up to 3% per year for operations with companies;
  • up to 1.25% per year for BNDES.

Financing deadlines vary depending on the public and seek to meet demands from the autonomous cargo transport sector, also considering the operation of the program lines in its first edition. In the new proposal, the new financing deadlines, depending on the category, were defined as follows:

  • up to 120 months, with up to a 12-month grace period, for independent transporters;
  • up to 60 months, with a grace period of up to 6 months, for companies.

In all operations, the restriction on the maximum financing amount of up to R$50 million per borrower was maintained.

Required criteria

The Treasury maintains that sustainability criteria – especially the sending of old vehicles for dismantling – result in “significantly lower” rates, encouraging fleet renewal with less environmental impact.

The criteria will also require national content in the vehicles to be financed and pollutant levels and emissions aligned with the Vehicle Emissions Control Program (Proconve), according to regulations to be made by the Ministry of Development of Industry, Services and Commerce (MDIC).

“Move Brasil seeks to strengthen the resilience of the transport sector in the face of external shocks, reduce operational costs and contribute to environmental and economic sustainability. The measure is part of the federal government’s strategy to modernize productive infrastructure and promote national logistics efficiency”, concludes the Treasury.
