Psol deputies propose a 15% reduction in working hours for mothers

Congressmen justify in the amendment presented that, in these cases, “the problem of time has an additional dimension”

The deputies (Psol-RS) and (Psol-SP) presented an amendment to the PEC (Proposed Amendment to the Constitution) to propose that mothers have a 15% reduction in working hours in addition to what is determined for the rest of Brazilians.

The congresswomen justify that, “for working mothers, the problem of time has an additional, structural and deeply unfair dimension”. Read the also edited (PDF – 98 kB).

It was also proposed that the dismissal of people hired under CLT (Consolidation of Labor Laws) and rehiring as legal entities be prohibited. According to the deputies, the reduction in working hours aims to have concrete effects for workers without there being any fraud on the part of business owners.

Current legislation determines a period of 18 months until people hired under CLT are rehired as legal entities. If the rule is not complied with, the companies responsible for hiring may be condemned in the Labor Court.

The rapporteur of the special committee that analyzes the proposal in the Chamber, deputy (Republicans-BA), on Tuesday (May 5, 2026) the work plan that will guide the debates on reducing working hours.

Prates seeks to deliver an opinion that balances the demands of workers with the economic viability of companies, especially small ones.

The final report will be presented on May 20th and voted on on the 26th. It should go to the plenary session the following day, the 27th.

It must unite two PECs that deal with reducing weekly working hours, both approved by the CCJ (Constitution and Justice Commission) of the Chamber on April 22. They are:

  • PEC 221 of 2019: working hours for 36 hours per week, with implementation within 10 years. Maintains compensation by collective agreement. It is authored by the deputy (PT-MG);
  • PEC 8 of 2025: working hours of up to 36 hours per week with 4 days of work and 3 days of rest. Extinguish the 6 x 1 scale and maintain collective bargaining. It is authored by congresswoman Erika Hilton (Psol-SP).

The agenda is one of the focuses of the president (PT) in this election year. The government started one to end the journey. The proposal projects the full maintenance of salaries and could benefit at least 37 million workers.
