The Federal Court of Auditors (TCU) revoked this Wednesday (06) the underwater tunnel that will connect the coastal cities of Santos and Guarujáin São Paulo. The Court of Auditors had determined the impediment in March 2026 because it understood that there was no formal instrument signed by the parties involved capable of managing the financial contribution, which would put its administration at risk.
In the vote, the rapporteur minister, Bruno Dantas, stated that the instrument presented by the Santos Port Authority (APS) ao TCU is not yet essential for resource administrationbut it could already be considered a significant advance towards release.
“O blockade came to seek interfederative governance that provides legal security for federal contributions. There has been progress, not yet enough, but necessary to revoke the precautionary measure, as there is a need for the contribution to be made by next week under penalty of breach of contract”, he stated, during the presentation of the vote.
According to the rapporteur, the release is still conditioned on the formalization of the legal instrument that regulates the governance of the federal contribution.
