The statement was published minutes after Lula signed the MP (Provisional Measure) that eliminates the 20% import tax on international purchases of up to US$50 made by individuals on foreign digital platforms. The tariff had become known as the “blouse tax”. The new rule takes effect immediately.
END OF BLOUSE TAXES
The measure was signed in a closed meeting at Palácio do Planalto, without press access and outside the president’s official agenda. According to the Minister of the Civil House, Miriam Belchior, the MP will be published in an extra edition of the Official Gazette of the Union along with an ordinance from the Ministry of Finance.
The charge had been implemented in 2024 and caused political strain for the federal government, especially on social media, as it impacted purchases on international platforms such as Shein, Shopee and AliExpress.
Even with the end of federal tax, ICMS will continue to be charged (Tax on Circulation of Goods and Services) state on imports. The government argues that the decision was possible after expanding regulation of the sector and combating smuggling in recent years.
