Proposed Amendment to the Constitution was approved in the Chamber and awaits a vote in the Senate
In the midst of tension between President Luis Inácio Lula da Silva (PT) and the president of the Federal Senate, Davi Alcolumbre (União Brasil), Lula addressed this Friday (22) the senator to request a vote on the Proposed Amendment to the Constitution (PEC) of Public Security. The request was made in an interview for the Sem Censura program, on TV Brasil.
“I’m waiting for the Senate. I even appeal to President Alcolumbre: put the security PEC to vote, so that this country will definitively solve the security problem.” The president stated.
In recent months, Alcolumbre and Lula have experienced tensions, encouraged by vetoes in the Senate and the president. the PEC now waits to be put to a vote in the Senate to begin taking effect. At the launch event of , Lula said that, following the approval of the project, , rethinking how the management of the matter is distributed between states and the union.
The matter was sent by the president’s government in April 2025 and underwent several changes in the Chamber under the report of deputy Mendonça Filho. It establishes cooperation mechanisms between security agencies of the Union, the states, the Federal District and the municipalities.
The initiative constitutionalizes the Unified Public Security System (Susp) integrating police forces through federal cooperation and intergovernmental task forces. The PEC also seeks reorganize the structure of forcesallowing the Federal Police to have the authority to investigate crimes with interstate or international repercussions, in addition to toughening penalties against gang members.
“The Security PEC will allow me reinforce the Federal Police, reinforce the Federal Highway Policecreate a real national guard, to act, not to do GLO when there is any problem. “We have to have a professional police with intelligenceso we can take care of banditry”, stated the president.
Brazil against organized crime
In the interview, Lula also highlighted points from the Brazil Against Organized Crime program, released on May 13, 2026. “We are taking responsibility for taking care of this. The fight against organized crime will involve R$11 billion, R$1 billion of investment from the federal government, and R$ 10 billion funding for states and city halls, so that we can provide everyone with the necessary tools to combat violence.”
The program will be structured in four strategic axes:
- financial suffocation of criminal organizations
- strengthening security in the prison system
- qualification of investigation and clarification of homicides
- combating arms trafficking
