“Oasis in Camboriú”: planned neighborhood in SC could become a R$10 billion business

Five minutes from the tall buildings of Balneário Camboriú, a development is betting on a real estate layout that goes beyond luxury: a planned neighborhood. O Camboriú Hillsin Santa Catarina, promises to be a true “oasis” in the region, with lots of millionaire values.

There are 400 thousand square meters of permanent preservation, an area purchased by the father of the partners, Luian Silvestre and Aujor Fernandes Silvestre Filho, more than 50 years ago. Since 2019, they have been available for purchase and projection in 2026 is that they will reach a general sales value (PSV) of more than R$10 billion.

In an interview with InfoMoneyLuian, managing partner of Colinas de Camboriú, says that the project was thought of as a planned neighborhood — or smart city — because it is possible to add more value. Furthermore, the land purchased by his father was the only remaining urban area in which such a project could be installed.

There are 796 lots in the same place, all planned, in an open neighborhood. In other words, there are no entry restrictions to Colinas. Silvestre also guarantees that residents can have everything they need within a 15-minute walk, which she jokes is a union between hardware and software in the same location.

“The hardware, I say is the land. We have the land well developed, well divided. And the software is the life, it is the management of the neighborhood, what you put into this neighborhood is a guarantee of appreciation and certainty that it will be a good place to live”, explains the managing partner.

The organization of the neighborhood

Colinas de Camboriú has already had residents since 2023 and the project is, as expected, highly sectorized and planned to be a sustainable alternative.

Right at the entrance to the neighborhood, there is a wide range of commercial developments. Stores, gyms, offices and more are concentrated in this initial region. Each of the remaining 10% of lots currently costs, on average, R$1.4 million.

Currently, a bilingual school of 6 thousand square meters, with an auditorium and even a bathroom inside the rooms; as well as a social home focused on people over 60 years oldcalled Senior Living. In the service aimed at the elderly, they will have access to special care, gastronomy, recreation, sports and leisure.

Of the 796 lots, 380 are residential. In them, it is only allowed to maintain houses, without vertical constructions. Families, with around four people, are the most common buyer profile for these lots located at the end of the development.

“What can you do in Balneário Camboriú? You can have a house and a 30-story building next door. And there, no. Where it’s a house, it’s a house. Where it’s a building, it’s a building. Where it’s a service, it’s a service”, explains Luian Silvestre.

Yet ,with buildings from 8 to 16 floorswhich are in the middle between the residential and commercial lots. In these cases, the focus is more on investors who seek to increase the value of their assets, or even a younger audience that increasingly desires quality of life.

Located in , Colinas has a drainage system designed to avoid flooding, underground wiring, paving with materials that provide greater thermal control, as well as green areas and landscaping focused on the well-being of residents and workers who will frequent the region.

Security is provided by a private company, with 24-hour control and state-of-the-art security cameras. There is also a residents’ association for those interested in suggesting changes and innovations in social life and structure.

A bet on well-being

For Silvestre, the commitment to a planned neighborhood in the Camboriú region goes beyond an organized landscape.

“This new luxury, which is very popular, in terms of wellness, health, quality of life and well-being, is something that we have by nature, it is not something that someone has to come to a project and put in landscaping and do some, let’s say, artificial makeup to make it look natural. We have this nature as a privilege of our area, which has remained there untouched for many years”, he reveals.

This focus on bringing greater well-being to Colinas visitors also translates into more than 30 thousand square meters of squares. There are three main ones, thought of as “mind, body and spirit”, according to the member.

The first, Praça da Vida, has tennis courts, beach tennis, football, multi-sports facilities, changing rooms, focused on encouraging exercise.

Then, Praça dos Amores, is made for children and parents to play. The area has a fountain, playground and other activities that can entertain families.

Finally, Praça dos Sonhos aims to be more contemplative, with an ideal setting for watching the sunset, or engaging in activities such as reading a book in an open area, walking with your pets and even having a calm conversation.
