Minister of Finance says that proposals without a source of funding being processed in Congress could compromise the stability of public accounts
The Minister of Finance, Dario Durigan, met this Wednesday (June 17, 2026) with ministers of the Federal Supreme Court to discuss proposals under discussion in Congress that could increase public expenses without financial compensation, known as bomb agendas. An example is what advanced in the Legislature on June 10th. According to the Treasury, the impact of the 3 is R$111 billion per year.
Upon leaving the meeting, Durigan said that measures of this type could compromise the country’s health and stated that the economic team works to prevent electoral interests from causing a disruption to public accounts.
The statements were given to journalists at the STF headquarters, in Brasília. According to Durigan, the concern was shared with the Court’s ministers because several of the proposals being processed have a relevant fiscal impact in the coming years.
The minister said that the concern is not restricted to the current government, but to the legacy for future administrations and the conditions to maintain the sustainability of public accounts.
Durigan said he presented ministers with an overview of the economy and fiscal challenges being discussed in Congress. Among the examples cited, he recalled the impasse over payroll tax relief, when the STF understood that granting the benefit required financial compensation.
“These basic conditions of fiscal possibility are a concern that I have shared with the Supreme Court”these.
According to him, the Court’s decision on the exemption served as a reference for the approval, at the end of 2024, of a law that established compensatory measures to maintain the benefit.
The minister also said he had been informed that the STF is debating a summary proposal related to the need to indicate a funding source for projects that increase public spending.
Durigan stated that he considers it important that the Court advances in this discussion to reinforce fiscal responsibility in public authority decisions.
Asked if the visit to the Supreme Court sought to anticipate discussions on the calls “bomb sticks”the minister stated that this is a permanent agenda for the Treasury. According to him, the economic team seeks to avoid approving expenses without defined financing and prevent “electoral and political elements” cause fiscal imbalances.
Durigan also said that the government’s objective is to leave public accounts organized for the next administration and avoid fiscal surprises similar to those that, according to him, were found from 2023 onwards.
