The government sent a proposal to . The proposal, forwarded by President Luiz Inácio Lula da Silva (PT), is part of the political agreement built during the processing of the PEC that reduces the working day to a 6×1 scale.
In addition to the revenue cap, the proposal also authorizes the hiring of up to two employees — currently, MEIs can only have one registered employee.
Does it start to be valid now?
No. The project will begin to be processed in the Chamber of Deputies. Initially, the intention of the president of the Chamber, Hugo Motta (Republicans – DF) was to vote on the proposal before the parliamentary recess, scheduled to begin on July 18th. But there’s a chance that won’t happen.

If the project is approved, how will the increase happen?
The project foresees a transition in two stages: first the current ceiling, of R$81 thousand per year, would rise to R$110 thousand in 2027. Only in a second moment, in 2028, it would reach R$140 thousand.
What else would change?
In addition to the new revenue limit, the project should also expand the possibility of hiring employees by micro-entrepreneurs. Today, the MEI can only have one employee, paid the minimum wage or minimum wage for the category. Under the new proposal, this number would rise to two employees.
Impacts
In addition to the MEIs, deputies are pressing for an update to the limits of Simples Nacional, which includes micro and small companies. But the government resists the idea due to the revenue impact that the changes could have.
To reduce impacts, government members of the special commission advocate a recalibration of the MEI’s own rates. Currently, the contribution corresponds to 5% of the minimum wage. The idea under discussion is to increase this percentage to 7.5% in cases of revenue above R$81 thousand and to 11% when revenue exceeds R$110 thousand.
