On Wednesday (27.Nov.2024) approved a project that creates the concept of green startups and regulates their operations. Authored by the senator (MDB-PE), it received a favorable vote from senator Astronauta (PL-SP), the committee’s rapporteur on the matter, and is now being analyzed by the .

The proposal changes the , defining green startups as those that operate with a focus on environmental sustainability, developing products, services or processes that contribute positively to the environment. According to current law, newly created companies that operate with innovative products, services or business models are considered startups.

According to the approved wording, green startups will have priority access to incentive programs and specific tax and tax benefits for startups, with reduction or exemption from federal taxes in some cases. They will also have the right to participate on a priority basis in tenders and other notices focused on innovation and sustainability.

The text also provides that companies that demonstrate excellence and innovation in sustainable practices will be entitled to the green startups recognition seal.

The project also changes the , to prioritize projects developed by green startups in the application of resources from companies in the electricity sector destined for research and development. Furthermore, it foresees that green startups will be included as beneficiaries of support for technological and innovation activities provided for in the .

Criteria

To be classified as a green startup, the proposal determines that the company will need to develop solutions aimed at reducing greenhouse gas emissions, waste management, conservation of natural resources, energy efficiency, the use of renewable energy, or other significant contributions to environmental sustainability. It will also be necessary to have recognized environmental certifications and a business model that includes sustainability objectives.

According to the project’s author, Fernando Dueire, the creation of a specific legal framework for green startups strengthens innovation aimed at sustainability, playing a vital role in combating climate and environmental challenges, in addition to being fundamental in the transition to a less dependent economy. of carbon.
