Project invalidates Conanda guideline that made access to legal abortion more flexible for children and adolescents without parental authorization or police report
The Chamber of Deputies on Wednesday (5.Nov.2025) approved the PDL (draft legislative decree) that overturns a resolution by Conanda (National Council for Children and Adolescents) that establishes guidelines for the legal abortion of children and adolescents who are victims of sexual violence.
There were 317 votes in favor of suspending the resolution, 111 votes against and one abstention. Another 83 deputies were absent from the session. The text now goes to the Senate for analysis.

Authored by deputy Chris Tonietto (PL-RJ) and others, PDL 3/25 was approved on Wednesday (5.Nov.2025) with a favorable opinion from the rapporteur, deputy Luiz Gastão (PSD-CE). The authors argue that the rule goes beyond the council’s attribution by exempting the presentation of a police report, for example.
Resolution 258/24 does not require police reports, judicial authorization and consent from those responsible for the legal abortion of children. It applies to cases in which these requirements represent a risk or impediment to the procedure or the protection of the victim. Understand more.
