In an interview with CNNdeputy Guilherme Derrite (PP-SP), rapporteur for PL Antifaction, defended the taxation of sports betting to finance public security in Brazil. He explained why the proposal to allocate 15% of these resources to the sector was removed from the main text of the project.
Derrite stated that he was in favor of including the taxation of bets in the project: “I was in favor of the inclusion of bets, so that this 15% of this taxation would strengthen financing, the funding of public security in our country.” According to the deputy, the measure would respond to a request from state public security secretaries, who seek to increase sources of revenue to combat organized crime.
Challenges in the legislative process
The rapporteur explained that the proposal was removed from the main text for reasons of legislative process. As the taxation of bets for public security was an innovation included by the Federal Senate, and had not been previously discussed in , the measure faced resistance. “What was done was a highlight for this entire part that was approved by Sidbet in the Senate to be treated as a parallel project”, he clarified.
Derrite highlighted that the proposal was not disregarded, but transformed into an autonomous project based on article 61, item 3. “The hope is that it will progress. This project moving forward in the plenary will have my support, my vote and even articulation”, stated the deputy.
Differences in government
The rapporteur also mentioned differences within the federal government itself on the topic. According to Derrite, the taxation of bets as proposed, without extensive prior discussion.
Despite having been defeated in the process, Derrite states that he hopes to be defeated either through this specific project or through other legislative initiatives. “We have to finance the cost of public security and increase the source of investment to encourage this security force throughout Brazil”, concluded the deputy.
