Commission of the Three Powers on hangings meets this Wednesday

Group will start work with 6 sessions scheduled; STF will judge penduricalhos on March 25

The technical advisory committee for the Three Powers, responsible for preparing a proposal to suspend the penduricalhos in the public sector, will hold its 1st meeting this Wednesday (March 4, 2026) at 10 am, at the headquarters of the STF (Supreme Federal Court).

The group aims to present a definitive solution for the payment of funds above the ceiling through the enactment of a national law. It was motivated by decisions by ministers Gilmar Mendes and Flávio Dino who, respectively, stopped payments of bonuses and benefits above the constitutional ceiling. Dino dealt with the Three Powers and Gilmar with the payment of .

The case (Feb 25), when the plenary decided to maintain the suspension of extra-ceiling amounts. The president of the Court, Edson Fachin, also stated that the merits regarding the payment of bonuses and benefits that inflate receipts, called penduricalhos, will be judged in a process with general repercussions in March 25th.

The group is made up of the following names:

  • STF: Roberto Dalledone Machado Filho, general secretary, and Desdemona Arruda, general director of the Supreme Court;
  • CNJ (National Council of Justice): Clara da Mota Santos Pimenta Alves, general secretary; Bruno César de Oliveira Lopes, administrative director, and José Gomes Filho, judge.
  • Senate: Danilo Augusto Barboza de Aguiar, secretary general of the Board; Gabrielle Tatith Pereira, attorney general; Ilana Trombka, general director; Ana Paula de Magalhães Albuquerque Lima, chief of staff of the Presidency;
  • Chamber of Deputies: Guilherme Brandão, general director; Lucas Ribeiro, secretary general of the Board; Jules Michelet, chief lawyer; Sabá Cordeiro, chief of staff of the Presidency
  • AGU (General Attorney’s Office of the Union): Flávio José Roman, vice minister;
  • Ministry of Finance: Dario Durigan, executive secretary of the Ministry of Finance.

Representatives from the Civil House and the Ministry of Management and Innovation in Public Services were also appointed, who were not named in the ordinance.

There is also an indication of invited institutions, such as the PGR (Attorney General’s Office, the CNMP (National Council of the Public Ministry) and the TCU (Federal Audit Court).

The meetings will take place on March 4th, 6th, 11th, 13th, 18th and 20th, always at 10am. Secretary Roberto Dalledone will direct the work.

There will be no internal voting as it is an advisory group. According to the Supreme Court, there will be minutes to record “points of consensus, reservations and possible divergences”. At the end of the work, the commission will send a technical note with suggestions for directions to the presidencies of the Senate, Chamber, Supreme Court and the Chief Minister of the Civil House, Rui Costa.
