DF government copies Maluf’s campaign from the 90s – 03/18/2026 – Panel

The Government of the (GDF) published an advertising piece on its social networks that is a copy of a classic campaign by the former mayor from the 1990s.

In the management video (), works are shown in sequence, while a jingle plays that says “GDF who did it, GDF who does it”.

The motto is the same as Maluf’s campaign for the government of São Paulo in 1998, which showed works with the jingle “It was Maluf who did it, it’s Maluf who did it”.

Ibaneis is under political pressure and could be the target of a CPI in the District Chamber. He bets on his image as a director to get elected to the Senate.

Maluf, who also invested in the association with the works, lost that election to Mário Covas (PSDB).

In a note to the Panel, the Communication Secretary of the Ibaneis government, Weligton Moraes, says that the copy was intentional.

“The same Duda Mendonça, creator of the classic slogan ‘Maluf who did, Maluf who does’, used it in 1998 in DF with the theme: [Joaquim] Roriz who did it, Roriz who does it”, he stated.

Moraes, who at the time was Roriz’s communications secretary, says he was responsible for bringing Duda and his partner, Zilmar Fernandes, to the campaign.

According to the secretary, Zilmar authorized the adaptation of the play for the Ibaneis government campaign, “recognized by the population as the one who produced the most works after Joaquim Roriz”.
