The stated, this Wednesday (22), that , which worked in the US service, violates “good diplomatic practice between friendly nations, such as Brazil and the , over more than 200 years of relationship”.
Ivo de Carvalho worked as a liaison officer at ICE, in Miami, and arrived in Brazil on Tuesday night (21). He was expelled from the United States after the case that led to the arrest of the former federal deputy (PL-RJ) last week.
The was announced by the Federal Police as a cooperation between Brazil and the United States. With an expired visa, but with an asylum request initiated, the former deputy was released two days later.
After his release, there was pressure from Bolsonarist allies, such as businessman Paulo Figueiredo and former federal deputy (-SP), in Washington.
In a video recorded on social media, they stated on Thursday (16) that the Lula government would suffer the consequences for Ramagem’s arrest. This Tuesday, the State Department communicated the request for Ivo de Carvalho to leave the country.
On Tuesday afternoon, Brazilian authorities met with a US representative, Kim Kelly, who is the acting charge d’affaires at the embassy and consulate, to discuss the case. Itamaraty confirmed in a note the meeting, promoted as a result of a verbal statement from the US about “the immediate interruption of the exercise of its official functions in North American territory”, in reference to the case of Ivo de Carvalho.
According to the ministry, “the Brazilian agent was acting based on a memorandum of understanding signed between the two governments on facilitating the exchange of liaison officers in the security area.”
Now, Itamaraty states that “the terms of application of reciprocity were also verbally transmitted to the embassy representative, and involve the immediate interruption of the exercise of official functions by the North American representative of a similar area in Brazilian territory”.
Also according to Itamaraty, the US representative was informed, “also verbally, that the Brazilian government will apply the principle of reciprocity in the face of the summary decision against the Federal Police agent, which was not preceded by any request for clarification or attempt at dialogue about the case”.
Earlier, in an interview with GloboNews, the general director of the PF, Andrei Rodrigues, said that the blockade of the PF data system against the American server will last until the reason that led the US to take action against the Brazilian agent is clarified.
“This North American police officer, who until then worked within one of our PF units, no longer has access to some databases that we provided for these cooperations, just as our server there in Miami had,” he said.
Andrei also stated that, to date, the PF has not received any official communication about what happened to Marcelo Ivo. “Upon arriving at work, the Brazilian police officer was denied access to the system. Therefore, I understood that it would be more prudent to send him back to Brazil,” he declared.
The head of the PF also considered “laughable” the Trump administration’s allegation that the official had acted to manipulate the immigration system and “circumvent both formal extradition requests and prolong political witch hunts in” American territory.
“It is not possible to imagine that a police officer is in the USA to deceive American agencies and deceive a process that the agency he is assigned to produces”, he declared.
On Tuesday, President Lula had already stated in an interview in Germany that Brazil would apply the principle of reciprocity.
