Program will be launched on Monday (April 30); announcement was made by Lula in a speech this Thursday (April 30)
The president (PT) announced, this Thursday (April 30, 2026), which debts can be negotiated with Novo Desenrola. The program will be launched on Monday (May 4). The announcement was made during the speech to the radio and TV network.
The debts that enter Desenrola 2.0 are:
- credit card debts;
- special check;
- rotary;
- personal credit;
- Fies (Student Financing Fund).
Desenrola 2.0 will be presented as the government’s main economic brand for the 2nd half of this year. The program aims to clear debtors’ names in time to recover credit for end-of-year purchases.
Among the central points of the new phase are:
- renegotiation of services: focus on electricity, water and retail bills;
- Treasury guarantee: use of the guarantee fund to reduce creditors’ risk and lower interest rates;
- target audience: expansion of the income range to serve the lower middle class and informal workers.
In his speech, the president stated that Brazilians who renegotiate their debts with the program will be blocked from all online betting platforms for 1 year.
“What you cannot do is renegotiate the debt and continue losing money betting on bets. It is not fair that women have to work even harder to pay off their husbands’ gambling debts. It was not our government that let bets enter Brazil, but it is our government that will put a limit on the destruction they have been causing”, declared.

Default reached 59.3% in 2024 – which means that funded students are in arrears. In 2015, defaulters represented 33% of beneficiaries.
