States will adopt reference values from June 1st to calculate ICMS
The (National Council for Financial Policy) released this Monday (May 25, 2026) the PMPF (Weighted Average Price to the Final Consumer) values for fuels. The States and the Federal District will adopt the new prices from June 1, 2026. The measure covers aviation kerosene, hydrated ethanol, natural gas and industrial natural gas.
The definition follows clause 10 of ICMS Agreement No. 110 of 2007. The decision was taken by the executive secretary of Confaz based on the collegiate’s internal regulations. The data was sent by the federative units and appears in SEI process nº 12004.000445/2026-86. Here is the document (PDF – 171 kB).
The values are valid for the 27 federative units and serve as a reference for ICMS (Tax on the Circulation of Goods and Services). There is relevant variation between States, both by type of fuel and by calculation methodology.
PRICE VARIATION BETWEEN STATES
The data shows differences in reference prices between the federative units:
- aviation kerosene: from R$2.4456 per liter in Rio de Janeiro to R$9.5900 in Roraima;
- hydrated ethanol: from R$3.1286 in Amazonas to R$6.7800 in the Federal District;
- CNG: from R$4.07 per m³ in São Paulo to R$6.78 in the Federal District;
- industrial natural gas: from R$1.8473 per m³ in Amazonas to R$3.67 in Mato Grosso.
