Alcolumbre promulgates funds for municipalities before the election – 05/27/2026 – Brasília Hoje

The president of , (União-AP), promulgated this Wednesday (27) the section of the LDO (Budget Guidelines Law) that during the electoral period.

This point in the legislation had been vetoed by the president (PT) as it was considered unconstitutional. The PT member’s decision was overturned by a joint session of senators and deputies last Thursday (21).

Therefore, as determined by the Federal Constitution, Alcolumbre was responsible for approving the proposal because Lula allowed the 48-hour deadline for promulgation to expire after the Palácio do Planalto was notified about the veto being overturned.

In total, four vetoes to the LDO were overturned. The basis of the Lula administration built an agreement to overthrow three of them. The PT was only against the release of donations, but, due to lack of agreement, the government allowed allied parties to vote in favor.

The other points of the law also authorize the resumption of authorization for defaulting municipalities of up to 65 thousand inhabitants to sign agreements to receive federal resources and allow the Union to send budgetary resources for the construction and maintenance of state and municipal highways if they integrate modes of transport or productive flow.

During the vote, Alcolumbre highlighted that the overturning of vetoes this week was a gesture to municipal managers. Politicians in the center tend to rely on a network of allied mayors to campaign “on the cutting edge” and obtain the so-called “structure vote”.

“The current budgetary and fiscal challenges that city halls have faced make this session extremely important,” said the president of the Senate.
