Public bodies from the three Powers authorized the travel of at least 135 authorities and employees to the Forum, an event led by the minister of the STF (Supreme Federal Court), and which became known as “Gilmarpalooza”.
The 14th edition of the Lisbon Forum will be held from June 1st to 3rd. The meeting is marked by the presence of authorities from the political and Judiciary sectors, as well as parallel social events — in 2024, the then banker that take place outside the walls of the Faculty of Law of the University of Lisbon.
Part of the daily fees and tickets will be paid for with public funds. Only the Court of Justice of Piauí and the (Court of Auditors of the Union), which disclosed values related to travel, will pay R$ 692 thousand together in daily allowances to their members and employees.
The number of trips, however, is still underestimated, as the survey only considers names located in Official Gazettes and on websites of bodies linked to the Union, states and municipalities.
The list found by the report is mainly made up of civil servants who do not hold top-level positions. There has still been no publication in the Official Gazette authorizing government ministers (PT) to attend the event, for example — which does not mean that they will not be present.
The also did not disclose which parliamentarians will have expenses paid. The agency stated that it will present the information as soon as the data is consolidated.
The Forum has also not yet released the list of participants. In a statement, the organization said that the meeting in Portugal is strictly academic, promoted by teaching and research institutions, focused on legal, institutional and scientific debate on topics of public interest.
“The possible participation of public servants or agents is the result of an autonomous decision by the respective bodies to which they are linked, observing the administrative rules specific to each institution. The organization of the event does not have any interference with administrative authorizations, functional leaves or possible funding carried out by third parties”, he stated.
In the data collected by the report, the (Advocacia-Geral da União) is the body with the most authorized trips. There are at least 22, and there is still no information on the federal government’s Travel Panel about the price of travel and daily travel.
The Piauí Court of Justice delegation will have 13 names and will spend R$392,000 on daily allowances alone.
The TCU will have 13 representatives, 4 of whom are ministers, and will pay R$300,000 in daily wages. In addition to the Forum, which begins on June 1st, part of the group attended the International Meeting on Consensualism, held on Friday (29).
The governor of Tocantins, Wanderlei Barbosa (Republicans), will take at least eight people to the event, including the first lady, Karynne Sotero Campos, who will have her ticket paid for by the local government. She also in a previous edition.
When questioned, the state government did not inform the amount paid in daily allowances, accommodation and tickets for the delegation. He just said that Barbosa’s agenda is part of the strategy to strengthen Tocantins’ institutional presence in spaces for debate, “in addition to presenting the state’s potential in the areas of infrastructure, logistics, agroindustry and environmental sustainability.”
The governor will be a speaker on the panel “Energy as a strategic asset in the green and digital economy”, says the management.

In an interview with SheetGilmar the event and countered criticism about hosting the Forum outside the country and receiving authorities who later became the target of investigations.
“We are doing perhaps one of the biggest events we’ve ever done, with more than 470 speakers and competition for places. Maybe people who don’t want to go to the Forum and want to be sympathetic to the ideology of Sheet are echoing that, but we don’t realize that, fortunately,” he said.
“I don’t know who planted this idea that the problem is ‘Gilmarpalooza’, but for us it’s a very ‘naïve’ thing [ingênua]” he said.
As the data is partial, there is no way to accurately compare attendance at each edition of the event. In 2024, the report had totaled 160 authorities.
The data collected by Sheet point out that members of 54 different bodies received approval until May 29th to travel to the event.
At least four senators requested permission for the trip: Camilo Santana (PT-CE), Eduardo Gomes (PL-TO), Laércio Oliveira (PP-SE) and Cid Gomes (PSB-CE). When contacted, he did not confirm the total number of parliamentarians who will attend the event nor the amounts involved in the trips.
They presented a request to the Senate to “perform a mission abroad”, accompanied by an invitation from the Forum. The document states that the meeting will have as its theme the “New International Order, Technology and Sovereignty: Democratic, Economic and Social Challenges”.
Two security guards for former president Michel Temer (MDB) were also authorized to accompany him in Portugal.
In a note, the Lisbon Forum also states that participation in congresses, seminars and academic forums “historically integrates improvement activities, technical exchange and knowledge production, compatible with the principles of public administration and institutional training”.
“The Lisbon Forum has public, academic and plural programming, bringing together professors, researchers, judges, jurists and national and international experts to discuss topics relevant to law, democracy and institutions”, says the event’s organizers.
