Lula government resists intelligence framework project – 06/11/2026 – Panel

The project that creates an Intelligence Framework in Brazil has faced resistance from the government, but supporters of the proposal are in a hurry and say that the measure could inhibit foreign interventions.

Amidst threats from and after the PCC and Red Command as terrorists, senators are trying to approve the matter urgently to provide an institutional response and close loopholes that allow for a possible military intervention.

The project was reported by senator Nelsinho Trad (PSD-MS) and since the end of last year it has faced difficulties in being voted on, due to the Lula government’s lack of will.

The main concern is privacy and data protection. One of the most sensitive points of the proposal is the authorization for intelligence professionals to access registration data maintained by public bodies and banks without a court order.

But supporters of the proposal say that it is necessary because it establishes limits and prerogatives of agents, in addition to the rights and duties of professionals.

Fearing defeat after the project was scheduled for a plenary vote this Wednesday (10), the government requested the withdrawal of the text and committed to presenting the necessary amendments to vote on the project. The rapporteur, however, has already told government officials that he will vote on the text before the July recess and called for haste.
