ILO approves convention on work via app – 06/11/2026 – Panel

The ILO (International Labor Organization) approved the International Convention for App Workers. The text says that member states must adopt measures to guarantee workers’ rights, such as social security, in addition to facilitating their formalization through platforms.

The document is presented weeks after the project that regulated work by application. The text was generated after defining a minimum remuneration to be paid to the worker.

The ILO convention not only requires each country to take measures to facilitate the formalization of work through digital platforms, but also to ensure that they receive due remuneration.

“When there is an employment relationship, remuneration cannot be lower than the legal or negotiated minimum wage. Platforms must also provide clear information about payments and discounts”, says an excerpt from the document.

Brazil is a member state of the organization and a signatory to several ILO conventions. The expectation is that the document will be approved by acclamation this Friday (12), during the International Labor Conference.

The convention says that States must also adopt actions to prevent accidents at work, ensuring that they stop activities in the event of an imminent risk to life or health.

The text does not oblige countries to establish the worker’s employment relationship with the platform, but rather as a guarantee for social security.

The convention also lists a dozen more measures to be adopted by countries, such as the promotion of fundamental principles and rights and protection against any form of harassment.

Platforms are obliged to inform workers about the use of algorithms for monitoring, evaluation and decision-making. In this case, the employee will have the right to explanations about automated decisions that result in suspension, account blocking or possible dismissal.
