Aneel will allocate up to R$5.6 billion to reduce electricity bills in 19 states

The National Electric Energy Agency (Aneel) formalized this Friday (26) the terms for the value of up to R$5.636 billion is used as a reducer in electricity tariffs of consumers in 19 states. This is the estimate of what will be collected, in total, with the renegotiation of debts of hydroelectric generators with the use of public areas, a charge known as Use of Public Asset (UBP).

Representatives from several companies were at the regulator’s headquarters to sign amendments to the respective concession contracts. From the balance presented, 29 plants were renegotiated and 22 companies joined. The payment already made to date is R$468 million, considering five contracts.

The regulator’s board of directors had already decided to carry out a distribution that seeks to balance the distributors’ cost balances. In other words, with each concessionaire receiving a proportional share of the resource. Therefore, all low voltage consumers in the benefited areas will see tariff adjustments below or close to 4.51%a level that can still vary slightly.

The level is well below the percentages initially predicted. Initial forecasts for consumers at these dealerships pointed to high adjustments, depending on the company.

“Each of these additions (of generators) represents a choice for cooperation, shared responsibility and commitment to the balance of the Brazilian electricity sector. It is necessary to contextualize the moment we are experiencing with strong tariff pressure”, declared the general director of Aneel, Sandoval Feitosa. He explained that, in practice, there will be a transformation of a contractual obligation into tariff relief.

It was Law No. 15,235/2025 that opened the possibility for generators pay the annual value of the UBP in cash, with a 50% discount. It was also foreseen that the advance payment by the generators would be converted into a discount for captive energy consumers in the areas of the Amazon Development Superintendency (Sudam) and the Northeast Development Superintendency (Sudene).

In addition to all distributors in the North and Northeast regions, the measure will cover Mato Grosso, parts of Minas Gerais and Espírito Santo.
