The senator stated that he only missed three Senate sessions this year and that his absence from voting does not mean a blackout in his parliamentary activity. Survey of Sheet showed that in 43% of the items analyzed in roll-call votes in 2026.
In a statement, Flávio Bolsonaro’s team highlighted that the senator is a pre-candidate for the Presidency and that he “exercises his mandate in an active and committed manner, inside and outside the National Congress.”
The team also noted that he received the Parliamentary Excellence awards in 2023, 2024 and 2025, granted by the Ranking of Politicians, “in addition to being among the best senators in Rio de Janeiro and the Federal Senate”.
“So much so that Flávio Bolsonaro only had one absence in 2025 and three in 2026: one of them to meet with the President of the United States, Donald Trump, when he worked to classify CV and PCC as narco-terrorists,” said the senator’s team, in a statement.
Flávio said that the report “distorts the functioning of parliamentary activity and misleads the reader.” The Senator’s team also justified that failing to vote on an item “does not mean that the senator was not in parliamentary activity”.
A survey of the Senate’s voting records showed that he is the fifth parliamentarian, tied with four others, who most failed to record his position in roll-call votes in 2026. 49 matters were analyzed by name until June 22nd.
Roll call votes occur when senators need to record their vote on a proposal. Symbolic votes were discarded, in which it is not possible to check each senator’s vote or even whether he was actually in the plenary or online (in blended sessions) during the session.
The survey considers votes in which senators were present, but did not vote, or in which they did not appear. Absences justified for health reasons, official missions, political activity, paternity leave or other provisions are not included in this calculation.
