Investments are part of the New PAC and will be financed by BNDES; event brought together Lula, Tarcísio de Freitas and Ricardo Nunes for the first time since the elections
The president (PT) approved this Friday (Nov 29, 2024) an investment of R$ 10.6 billion in contracts for São Paulo, accompanied by the governor (Republicans) and the mayor of São Paulo, (MDB). This was the first meeting between the 3 since the municipal elections.
The ceremony was also attended by the president of the (National Bank for Economic and Social Development), and the minister of , as well as other authorities.

R$2.5 million in 1,300 electric buses for the capital
The financing provides for , which is equivalent to 10% of the city’s current fleet. The acquisition will be carried out by the operators themselves and the city hall will pay subversions proportional to the increase in investment.
“If the purchase of buses were made through a contract with the concessionaires, I would pay inflation plus 9%. With this support from BNDES, we will have another 1.35%”, said Ricardo Nunes.
The mayor of São Paulo also highlighted the financial sustainability of the agreement. According to city hall calculations, a diesel bus costs R$25,000 per month, while an electric bus costs R$5,000, a saving of R$2.4 million in 10 years.
The project contributes to avoiding emissions of 2.7 million tons of CO₂ throughout its entire useful life (15 years).
R$ 1.3 billion for the completion of the northern section of the ring road
The company will be responsible for the construction of 44 km that will cost R$3.4 billion after winning the auction held by the São Paulo government in March this year.
The project foresees the estimated removal of 30 thousand trucks and 54 thousand cars from Marginal Tietê daily.
With the use of the Rodoanel Norte, travel time between the Dutra and Fernão Dias highways will be reduced by 21 minutes, between Dutra and Bandeirantes by 26 minutes and between Dutra and Castello Branco by 27 minutes.
“The Via Appia consortium will invest R$3.4 billion over a 31-year contract to complete [as obras]. BNDES finances 90% of what the PPP requires from the state government”, declared Mercadante.
R$3.6 billion for Line 2 – Green metro
44 new trains will be purchased, necessary for the expansion of the line that connects Vila Madalena to Vila Prudente.
With this, transport capacity is expected to increase by 1.2 million passengers, reducing daily traffic time by 35% and waiting on the platform by 20%.
“We have other ambitions, other partnerships and other ongoing conversations with BNDES. Soon, I’m sure we will announce the expansion of line 4 of the São Paulo subway. We will be here celebrating the partnership with metro line 5”, declared Tarcísio.
R$3.2 billion for the Intercidades train
The bank will finance the implementation and operation of the (InterCidades Eixo Norte Train), in addition to the connection between Jundiaí and Campinas. The loan also includes improvements to Line 7 – Rubi.
Traffic between Campinas and the capital will take approximately 1 hour and will require 2,800 daily buses at the entrances, as well as 28,000 cars, especially in Anhanguera and Bandeirantes.
“It also means reducing CO₂ emissions by 712 thousand tons”, concluded Mercadante.
