The Attorney General of the Republic, Paulo Gonet, once again pointed out the role of former President Jair Bolsonaro (PL) as leader of the criminal organization who would have tried to subvert the result of the 2022 elections. “In the exercise of the highest position of the Republic, he instrumentalized the state apparatus and operated on an intentional way, a persistent scheme of attack on public institutions and the succession process,” Gonet said, for example, the evidence obtained in the “parallel Abin” survey.

The investigations mentioned by the Attorney General’s Office (PGR) indicate the use of the Brazilian Intelligence Agency during the Bolsonaro government to spy on political opponents and public agents considered unfaithful. “The existence of this hidden structure is proof of the logic of institutional equipment implemented by the defendant,” he wrote.

Coordinated attack on the electronic ballot boxes

In another excerpt from the document sent to the Federal Supreme Court (STF), Gonet mentions the seizure of documents by the Federal Police (PF) who demonstrated how Bolsonaro and his allies planned “the coordinated propagation of attacks on the electronic voting system”.

“It was fixed, in writing, the continuous repetition guideline of the vulnerability narrative of the electronic ballot boxes, as a way to trigger rebellion movements against the unfavorable results of the group,” said the PGR.

One of the proofs of this orchestrated movement was “live” by Bolsonaro, in the Planalto Palace, in which he made several attacks on the electronic ballot boxes. In addition to the live broadcast, PGR cites several demonstrations of the former president and his supporters on social networks that would prove the coordinated character of the onslaught against the electoral system.

Conversations seized on Lieutenant Colonel Mauro Cid’s cell phone helped support this and other points reported by PGR.

“It has proven through seized physical and digital archives (thoroughly described in the complaint), that the content of the transmission was carefully designed with the support of members of the government’s hard core,” he said.

Gonet argued in the allegations that the complaint presented by him “was not based on conjectures or fragile assumptions.” He mentions that the investigators have obtained blunt evidence because “the criminal organization made a point of documenting almost every phase of its contract.”

Highway blockages by PRF

Gonet included in the list of evidence of Bolsonaro’s criminal performance and his allies the operations carried out by the Federal Highway Police (PRF) on the northeast highways of the country in the second round of the elections, which was understood by the investigators as an attempt to restrict the access of potential petist voters concentrated in these regions.

“At this point, the misuse of public security forces was found to make voter voting difficult for the opposition candidate,” Gonet said. “The criminal intent to use the state structure for the benefit of Jair Bolsonaro was explicit in the production of an Intelligence Business (BI) focused on electoral results (75% Lula).”

Gonet also pointed out that people present at the preparatory meetings of PRF operations explained that the goal was to keep Bolsonaro in the presidency. “This action was recognized in the testimonies given by witnesses Adiel Pereira Alcântara and Clebson Ferreira de Paula Vieira.”

‘Violence and social discomfort’

The PGR stated in the final allegations that, given Bolsonaro’s defeat in the elections, members of the criminal organization left for “actions of violence and social discomfort.” Gonet mentioned that the various coup camps in fronts of the barracks were coordinated and articulated by the group.

“This was the scenario armed for the execution of the next stage of the sedition project, in which the demands for military actions would be intensified, elaborated the necessary documents to formalize the coup and practiced other more force measures oriented to enable its success.”

Gonet based on these statements with elements such as the testimony provided by Bolsonaro the STF, in which he claims “it was better for the people to stay there than to the Esplanade region.” For the PGR, the former president’s speech “demonstrated acquiescence and passivity in the face of undemocratic movements.”

Gonet also considered Bolsonaro’s statement to be confessed to “finding an alternative to the Constitution” to reverse the election, as the PL had been fined to resort to the Superior Electoral Court (TSE) with questions and insinuations of fraud in the election.

“What existed, in practice, was: as we were prevented from resorting to the TSE, with concern for a higher penalty than that, if I am not mistaken, of November 23, we sought some alternative in the Constitution. We thought it did not proceed and was closed,” said Bolsonaro.

In the Attorney General’s assessment, “Jair Bolsonaro’s speech consists of a clear confession of his undemocratic intent, since nonconformity with judicial measures could never serve as the basis for the cogitation of authoritarian measures.”
