Change in the Master’s report puts pressure on Alcolumbre

Minister André Mendonça accumulates 2 investigations that investigate irregularities by allies of the President of the Senate

Accumulating the investigations that investigate fraud at Banco Master and in INSS associative discounts, the minister’s office from the STF (Supreme Federal Court), wants to identify possible points of contact in the investigations. According to the Federal Police, Master worked by selling payroll loan portfolios aimed at retirees.

Investigators identified that these credit portfolios were acquired by pension funds, even with risk warnings. For the PF, this is the (Amapá Social Security Institute) which became the target of Operation Gray Zone on February 5th. The fund’s top leadership was appointed by the president of the Senate, (União-AP). This is the case of the former CEO of Amprev, Jocildo Silva Lemos.

Amprev managers are being investigated for reckless and fraudulent actions by investing R$400 million in financial bills from Banco Master without prior technical documentation. In addition to Jocildo, the coordinator of the Investment Committee, José Milton Afonso Gonçalves, and Jackson Rubens de Oliveira are also targets of the investigation. According to the decision of the Federal Court that authorized the search and seizure, Jocildo had “central role” in conducting the meetings that approved investments in Banco Master, liquidated by the Central Bank.

INSS FRAUD

In the investigations of Operação Sem Desconto, which investigates fraud in the receipts of pensioners or retirees, there is evidence that lobbyist Antonio Carlos Camilo, known as Careca of the INSS, transferred R$3 million to Alcolumbre’s former chief of staff, Paulo Boudens.

On October 9, the CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS r of Boudens’ fiscal and telematic secrecy. The former advisor has a position of trust in the Senate’s Political Studies Council, with a salary of R$31,300.

Finally, there is a point of conflict in the relationship between Alcolumbre and André Mendonça that dates back to the time of the hearing of the then appointed by to the STF in 2021. At the time, Alcolumbre held the presidency of the CCJ (Senate Constitution and Justice Committee) and, even with the official indication from the Presidency, he decided to extend the date of the hearing, which led to rumors of Mendonça’s possible disapproval in the Upper House.

Mendonça established himself as the nominee who waited the longest to be questioned since redemocratization. Mendonça’s move to the Senate took place 142 days after his appointment by the former president.
