The president Luiz Inácio Lula da Silva (PT) sanctioned, this Tuesday (17), the readjustment for careers in the Legislative Branch — Chamber and Senate — in addition to the TCU (Federal Audit Court), vetoing excesses that could exceed the constitutional ceiling — set at around R$ 46.3 thousand per month.

The proposals approved by the National Congress establish adjustments for the year 2026. The following were also sanctioned:
- The replacement of current performance bonuses with the Performance and Strategic Alignment Bonus, of a remunerative nature and subject to the constitutional ceiling;
- The recognition of the three careers as State ones;
- At TCU, there is an increase in the number of positions, an increase in the levels of trust functions and the requirement for higher education for all positions.
However, Lula vetoed provisions that provided for staggering increases in the years 2027, 2028 and 2029; retroactive payments of ongoing expenses; and the creation of a compensatory license for conversion into cash — these may exceed the ceiling.
According to Planalto, the vetoes occurred because the readjustments contradict the Fiscal Responsibility Law, which prohibits the creation of mandatory expenses in the last two four months of the mandate — which ends in December — and cannot be fulfilled within it.
