Government launches streaming platform in election year – 02/22/2026 – Politics

The government (PT) wants to take advantage of the award period to launch its own platform, called Tela Brasil, which will make national productions available for free.

The president has taken advantage of “”‘s nominations for the award to praise Brazilian culture and audiovisual productions and intends to use the theme as an asset in the electoral campaign.

The new streaming should be launched in a ceremony at Palácio do Planalto, with no date set yet. The total expense of the project is R$4.4 million, which will come from the MinC budget (), from the department’s Audiovisual Secretariat.

The promise is that the new streaming will make available 19 national films nominated for an Oscar. Of the entire budget, R$570,000 (13%) was allocated to contracting these works.

In addition to the intention to take advantage of the Oscar period, the launch of Tela Brasil in the coming weeks meets the need for the Executive to concentrate its deliveries in the first half of the year to avoid restrictions imposed by electoral legislation.

The initiative adds to others carried out by the PT administration that targeted the audiovisual category. In the last year, for example, Lula held at least three screenings of national films at his official residence. This was the case of , in February, which was nominated for an Oscar at the time, “The Secret Agent”, in August, and , in September.

The so-called Cine Alvorada is a private screening session that brings together the president, the first lady, Rosângela da Silva, Janja, other authorities and, often, members of the cast and production of the films to watch the works in a private ceremony.

The Tela Brasil platform had to undergo digital security assessments by Serpro (Federal Data Processing Service) and is now in the final stage of technical adjustments so that it can be launched in March.

The initiative was led by MinC, a department commanded by , together with the Federal University of Alagoas and underwent conversations with representatives of the audiovisual sector before being formalized.

In the dialogue, the category warned of the demand for content protection and that the new platform would not harm national distributors.

In the licensing notice, five thematic axes were determined in which the works could be included: childhood, youth, diversity, Brazilianities and history and aesthetics of Brazilian cinema — in this category, the ministry lists movements in Brazilian cinema that range from new cinema to pornochanchada. There were 397 works selected.

How will it work

Tela Brasil will be accessed through the Gov.br account and will be available in an app version for Android and iOS systems.

In addition to the general public, the Ministry of Culture says it wants to focus on basic education schools. Teachers will have specific user profiles on the platform for educational screenings, as provided for by Law 13,006/2014, which determines the screening of national films in the school environment.

Also according to the ministry, non-commercial exhibition spaces should be included, such as film clubs, cultural points, public libraries and centers for cultural dissemination, reading and memory.

The catalog will predominantly consist of works selected by the licensing notice.

If the works are registered and meet the selection requirements, they may be licensed. Today, a large part of national films are under the control of private streaming platforms such as and . In these cases, the broadcast of the film will depend on the contract signed with the companies, respecting the exclusivity rules of each one.

To meet digital security demands, MinC needed to hire a cloud system developed by Serpro, Serpro Multicloud. With it, it is possible to access resources that allow processing, storage and availability adjustments according to demand. Cloud infrastructure is especially useful for periods of greater access volume.
