MJ sends document to Itamaraty to request extradition of IVL president

Carlos César Rocha was sentenced to 7 years for attempted coup and is accused of producing fraudulent reports on voting machines

The Ministry of Justice and Public Security told the minister from the (Supreme Federal Court), which sent this Thursday (12.mar.2026) to the the additional documentation to request the extradition of Carlos César Moretzsohn Rocha, president of the (Instituto Voto Legal). Read (PDF-663kB).

According to the Federal Police, Rocha left Brazil in September last year and, according to Moraes, there are signs that he is in the United Kingdom. The president of the IVL was sentenced by the 1st Panel of the STF to 7 years and 6 months in prison for attempted coup d’état, accused of producing fraudulent reports on electronic voting machines for the PL (Liberal Party) in the 2022 elections.

Moraes determined on Monday (9th March) that the appropriate measures be taken to formalize the request with the United Kingdom authorities. The document was published on Tuesday (10 March). Read (PDF-132kB).

The extradition request went forward after the STF sent documents required by the United Kingdom, such as the translation of laws and details of the crimes. The main pending issue was a document that would guarantee the good conditions of the prison where he will be held in Brazil, a requirement from the British authorities to authorize the defendant’s surrender.

The response from the Ministry of Justice confirms the sending of these extra papers to Itamaraty. Now, the Brazilian government is waiting for the Ministry of Foreign Affairs to formally hand over everything to the United Kingdom so that the extradition can be decided.

The president of the IVL was considered for the (Federal Police), in December 2025, after agents attempted to serve a house arrest warrant at his apartment in São Paulo and were unable to locate him.

He was hired by the president’s party (PL) to carry out studies to base the action on which the party contested in the (Superior Electoral Court) the result of the 2nd round of the 2022 elections.

REMEMBER THE CASE

Rocha, was condemned by the STF for participating in the production and dissemination of studies considered false about electronic voting machines, used to question the result of the 2022 elections.

According to the Supreme Court, the surveys had no technical basis and were used to feed the narrative of electoral fraud, with the aim of discrediting the electoral system and institutions. The studies supported an action presented by the party to the TSE to try to nullify votes in the election.
