The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), stated that he is in favor of advancing the discussion on changing the limit of Simples Nacional.
The statements took place this Tuesday (17), during lunch held by the Parliamentary Entrepreneurship Front (FPE), in Brasília. The FPE is chaired by deputy Joaquim Passarinho (PL-PA) and has the participation of 205 deputies and 46 senators.
At the time, business sectors defended the measures. Motta, then, reaffirmed that this Tuesday he will vote on an urgent request for the project that expands the limit for individual microentrepreneurs (MEI).
“We understand that the value of Simples is, yes, outdated. But we have already debated this. The political window of opportunity is not always when we want it, but rather when the possibility of being able to move forward on an agenda is built”, said Motta.
The President of the Chamber continued: “And in the same way that I committed to guiding this MEI urgency and am guiding it today, as I committed to all those parliamentarians who defended this, we also want to move forward on this issue of Simples at the appropriate time, but always with great responsibility”.

Already analyzed by the Constitution and Justice (CCJ) and Finance and Taxation (CFT) committees of the Chamber, PLP 108/2021 was approved by the Federal Senate with the proposal to classify as MEI a company that has a gross income of R$ 130 thousand annually, and no longer R$ 81 thousand, as is currently the case. In practice, the matter allows more entrepreneurs to have exemptions from Income Tax.
In the Chamber, in 2022, there was a change to establish the limit of R$ 144,913.41, according to the gross income in the previous year, to be updated annually by the Broad National Consumer Price Index (IPCA). MEI will also be allowed to hire up to two employees.
As a result, those with annual gross revenue of up to R$869,480.43 will be classified as micro-enterprises, and no longer up to R$360,000, as is the case today. Small companies also have the scope expanded from R$4.8 million annually to R$8,694,804.31.
During lunch, Motta said that the urgent request should have broad support in the Chamber plenary, but highlighted the Ministry of Finance’s concern with the fiscal impact of the measure.
