Payment with retroactive payments: Government advances with new support for pre-school education and these institutions receive more funds for children

There will be financial relief for Portuguese families with the injection of capital into a sector crucial to the country’s development. New government support changes budgetary rules in national pre-school education and the financing of social institutions that shelter thousands of children registers profound changes.

The response to this government news materializes in a 4.7% increase in funds allocated to the solidarity network for early childhood education, says the newspaper. The order responsible for this financial update has retroactive effects to the month of September of the year 2025. The document dictates the new rules for the current academic year and covers private social solidarity entities and their respective equivalent organizations.

The new amounts to be paid by the State

The central State is now committed to paying the exact amount of €119.06 per month for each enrolled student. The same source indicates that this specific amount exclusively covers the educational component of the institutions participating in this national network.

The socio-educational aspect of the establishments also benefits from a monetary adjustment that sets the state payment at €98.76 per student. This amount aims to guarantee the normal functioning of the extension of hours and ensure the provision of complementary responses aimed at the household.

Additional help for vulnerable cases

The design of this diploma also ensures the financial protection of the fringes of society with fewer economic resources compared to the current cost of living. The socioeconomic compensation fund now allocates an extra amount of R$49.68 for each minor coming from needy environments.

The aforementioned source explains that this protection mechanism aims to reinforce equity in access to the first years of compulsory and optional education. The ministerial intention is to directly support the social integration of all minors living in contexts of great family vulnerability.

Structural reinforcement of new vacancies

The executive had already approved a financial package of 42.5 million euros at the start of the current school calendar. The objective of this massive investment focused on creating additional association contracts with private entities and cooperative organizations.

The central goal of educational supervision points to the opening of five thousand new places for minors aged three years and over. The selection process for occupying these priority places will clearly benefit families with the lowest proven income.

The geographical areas most in need

The strategic plan designed by the Government includes the inauguration of 200 new classrooms and the physical adaptation of educational spaces already built. Government intervention will fall in a very targeted manner on Portuguese regions where the demand for registrations far exceeds the schools’ ability to respond.

SOL further explains that the greatest concentration of needs is identified in a group of municipalities belonging to the Lisbon metropolitan area. The Government considers strengthening the social offer in these municipalities to be an absolute priority due to the high population density and the historical scarcity of adequate infrastructure.
